Impact Aid Payments By State

For the first time, NAFIS is providing individual Impact Aid reports for every eligible state and territory.

These reports consolidate FY 2026 data for Sections 7002 and 7003 and provide information for each local educational agency (LEA) receiving Impact Aid funds. Explore payment, program, and district-level data, including:

• Actual and maximum Section 7002 and 7003 payments
• 7002-eligible acres compared with total school district acreage
• Number and type of federally connected students
• Children with Disabilities payments

Report Glossary:

Use this guide to better understand the terms, acronyms, and payment calculations used throughout the state reports:

• CD: Congressional District or Districts based on National Center for Education Statistics (NCES) data for the 119^th Congress
• Civilians: Children of civilian employees of the federal government living and/or working on Federal property
• Disability Payment: District’s payment for Indian lands and military children eligible for services under IDEA
• Federal Acres: Total eligible federally owned acres in a school district
• Full Funding Payment (7003): District’s payment if program were fully funded – also referred to as “maximum payment”
• Full Funding Payment (7002): District’s FY26 payment if program were fully funded – also referred to as “maximum payment” – note that a dash in the Full Funding Payment column denotes a school district selected the “Opt-Out” option on their Section 7002 Impact Aid application and chose to only receive their foundation payment, forgoing their final payment
• FY26 Payment (7002): District’s actual FY26 Federal Property payment. When a school district’s foundation payment is higher than the payment calculated under current law, the FY26 Payment is higher than the Full Funding Payment
• FY26 Payment (7003): District’s actual FY26 Basic Support payment
• Indian lands: Children living on Indian trust, restricted, or Alaska Native Claims Settlement Land Act
• LOT: Learning Opportunity Threshold – a percentage that indicates how dependent a school district is on Impact Aid (the higher the LOT percentage, the closer the district’s actual Basic Support payment is to its full funding payment)
• Low-Rent Housing: Children living in federal low-rent housing (does not include Section 8 housing or local low-rent housing)
• Military: Children of uniformed service personnel
• Percent Federal: Percent of a 7002 school district’s total acres that is eligible federal land
• School District: Used here to mean local educational agency (LEA) – a board of education or other legally constituted local school authority having administrative control and direction of free public education in a county, township, ISD, or other school district, including any state agency that operates and maintains facilities for providing a free public education
• Total ADA: Total average daily attendance – the average number of students present (as opposed to enrolled) during the time a school district is in session
• Total Federal ADA: Average number of federally connected students present (as opposed to enrolled) during the time a school district is in session
• Total Acres: Total acres in a 7002 school district
